On February 19, 2020, Lü Zhiliang, Member of the Standing Committee of the Taizhou Municipal Party Committee and Minister of Organization, visited Wanbangde Pharmaceutical Group to inspect the company’s resumption of work and production, as well as its epidemic prevention and control measures. He现场 coordinated efforts and addressed the challenges and difficulties the company faced in restarting operations, advancing project construction, and managing business activities. Yan Zhengrong, Vice Chairman of the Wenling Municipal Political Consultative Conference, accompanied him during the visit, along with heads from relevant bureaus, local street officials, and Zhao Shouming, Chairman of the company.

At the main entrance of Wanbangde Pharmaceutical Group's factory premises, Minister Lü Zhiliang proactively underwent a temperature check and carefully reviewed the company’s records—including the registration forms for personnel and vehicles entering and exiting the site, temperature-check logs, and signage announcing health code requirements. He expressed his appreciation for the company’s efficient and proactive response to the situation, while emphasizing that the enterprise must remain vigilant, ensuring that防疫 efforts are thorough, practical, and leave no gaps or blind spots.
During the调研, Lü Zhiliang listened to the company leaders' briefing on their COVID-19 prevention and control efforts, including the return-to-work arrangements for employees from other regions, their accommodation plans, the availability of protective supplies, disinfection and epidemic prevention measures in the factory area, cafeteria management, and overall production and operations. He also carefully inquired about the challenges and issues the company has encountered as it resumes work and production, as well as during its day-to-day business activities amid the pandemic. Chairman Zhao Shouming shared that the company is currently grappling with two major challenges: First, due to varying travel policies implemented by different provinces because of the pandemic, some key technical staff from outside the region have been unable to return to their posts promptly, which has somewhat hindered the company's ability to resume full-scale production. Second, he expressed hope that government departments could expedite coordination to resolve approval issues related to the company's priority construction projects.

After listening to the report, Minister Lü Zhiliang addressed the challenge faced by employees from other regions struggling to return home. He instructed companies to meticulously track the health status of these employees. For workers originating from provinces and cities outside major epidemic areas but with relatively concentrated origins, local governments are encouraged to coordinate directly with their counterparts in those regions to collaboratively resolve travel issues. At the same time, Minister Lü emphasized that enterprises must rigorously implement epidemic prevention and control measures, taking full responsibility for safeguarding employee health. This includes arranging cross-provincial chartered transportation to safely bring employees back, providing hotel-based quarantine, conducting regular temperature checks, ensuring thorough disinfection and protective protocols, and promoting staggered meal arrangements—all designed to facilitate a smooth and orderly resumption of work. Regarding the approval process for key construction projects at Wanbangde Pharmaceutical Group, Minister Lü Zhiliang directed that a dedicated contact person be assigned to liaise closely with relevant authorities. He also urged all involved departments to actively collaborate and provide comprehensive support, working hand-in-hand with the company to swiftly overcome any remaining obstacles and challenges.
