"Going Out" and "Bringing In" Equally Important—Driving the Belt and Road Initiative

On June 10, Che Jun, Secretary of the Zhejiang Provincial Party Committee and Chairman of the Provincial People's Congress Standing Committee, led a Zhejiang provincial economic and trade delegation on an invitation-only visit to Zimbabwe, South Africa, and Mauritius. Zhao Shouming, Chairman of Wanbangde Group, accompanied the delegation.

Car Jun stated that the primary purpose of leading this delegation on the trip to South Africa is to respond to President Xi Jinping’s “Belt and Road Initiative” and to South Africa’s coastal provinces like Zhejiang, which have been encouraged to prioritize mutually beneficial cooperation with South Africa. The goal is to unlock the vast potential for collaboration between Zhejiang and South Africa, further strengthening and elevating friendly partnerships across various sectors.

During the visit, Chairman Zhao Shouming participated in business forum-related activities jointly organized by Zhejiang Province with Zimbabwe and South Africa. On the morning of June 14, local time, at a symposium focused on Zhejiang-invested enterprises in South Africa, Zhao Shouming briefed Secretary Che Jun, along with members of the Zhejiang Provincial Economic and Trade Delegation and entrepreneur representatives, on Wanbangde Group’s production operations, industrial structure, and proprietary technologies. He also shared the company’s development journey and competitive advantages of two medical device enterprises acquired in South Africa—Elite Company and Temak Company—and highlighted the group’s future growth strategy: pursuing a balanced approach that simultaneously "goes out" to expand globally and "brings in" cutting-edge international expertise and technologies. Zhao expressed his hope that, with strong support from the provincial Party Committee and provincial government, the high-end orthopedic implantable medical device project currently being developed by Elite Company in South Africa could soon return to Zhejiang, filling a critical gap in the domestic market for advanced medical devices and breaking the current foreign monopoly on premium medical equipment products. Additionally, he emphasized plans to establish the China-Africa Science and Technology Park, which will serve as a hub for medical device R&D and testing, ultimately helping to relocate these initiatives back to his hometown of Wenling. This move is expected to bolster Wenling’s efforts in building a leading medical and healthcare town, while also driving innovation and progress across China’s medical device industry.

Secretary Che Jun fully endorsed Wanbande Group’s balanced development strategy of "going out" and "bringing in," addressing the company’s key concerns. "You’ve not only ventured overseas to acquire high-end projects but have also successfully brought them back—this is exactly what we’ve been hoping for, as it aligns with Zhejiang Province’s need for transformation and upgrading," Secretary Che emphasized. He added, "The medical device industry is a priority sector for national development—and equally so for Zhejiang Province." Secretary Che urged relevant provincial departments to provide tailored support to help resolve the company’s challenges, encouraging Zhejiang-based entrepreneurs to return home. He also expressed his sincere hope that both the government and businesses will deepen their engagement in the Belt and Road Initiative, paving the way for a new chapter of China-Africa friendly cooperation.

On the morning of June 15, local time, Zhao Shouming attended the China (Zhejiang)–South Africa (Eastern Cape) Business Forum and the "Belt and Road" Zhejiang Entrepreneurs Tour (Africa Station) event. There, he reached a framework agreement with South African company T-Medical, a subsidiary of Wanbangde Medical Technology, and AFRS to jointly support the development of medical equipment financing leases and "turnkey" projects. The agreement was signed under the witness of Secretary Che Jun. Additionally, Zhao engaged in in-depth discussions and exchanges with both parties, exploring ways to further strengthen their collaboration in the future.
